Activating the waterfront by providing continuous public spaces and trails along the Cornwall Canal, framed by a well-scaled development.

Fotenn prepared a development strategy for Cornwall’s 34-hectare waterfront property, previously occupied by Domtar Paper Mill. The site is located on the Cornwall Canal, immediately west of the downtown district. The Master Plan presented an incredible opportunity to reconnect the waterfront by providing continuous public spaces and trails along the Cornwall Canal with spaces for year-round events, framed by pedestrian-scaled buildings.

Fotenn worked closely with both the community, city staff, and developers through workshops, consultations, and round tables. The consensus coupled with an underlying focus on sustainability (solar/green roofs and passive stormwater systems) have resulted in a mixed-use plan for a vibrant community consisting of a diverse housing mix, an activated and a connected waterfront with retail, commercial and civic offerings and an industrial/logistic hub. Over time, Lock 18 will transition from a vacant site to a vibrant and active community destination along Cornwall's waterfront which adapts to changing market conditions, and provides flexibility for long-term development.
